You don't need to habe bought any environment to use the "TM2" titlepack, which is the one used to do multienvi-stuff. As long as there are not more than a certain amount of players online in the Pack simultaneously, everyone can use it.

Sure, but the project on MX and TM2 is kinda dead, and not as alive as the one on TMX and TMNF. So if you want your maps to be hunted more, I guess to build on TMX is better

Honestly I don't like that limitation either, I wanted to make a valley on stadium track when native envimixing was released. But oh well. Nadeo's fault.
