It's due to Internet Explorer's incompatibility with Javascript. Don't use it.

The best solution is to not use Internet Explorer. ManiaExchange uses quite a bit of Javascript and IE isn't Java compliant.

I guess that might be because we don't have access to the solo mode ;) you might put the downloaded tracks in my documents/maniaplanet/maps/my maps :) that should do it and ingame, just open them with the editor
