This video has been out for a while.
Then my question is, how to make the sign transparent like in the video? I tried with regular PNG, does work, but not very transparent . I don't really know much about PNG and transparency, so maybe i'm missing something. But i guess if someone answers here, it will help alot of people later on.

It's not a sign, it's an MT effect called FxCameraMap. It's uses seem to be limited because people who play on certain GFX settings won't be able to see them.
