I beg to differ. It's working great here. I just applied it to one of my old maps. It looks quite nice. Just be sure to hold CTRL when you click "edit" when loading your map in the editor. It'll let you choose the time of day and then the texture...

The rule that you had to stay on the block group you just transitioned to for at least 3 seconds was taken out. An extra day is added to the deadline, for those that started maps already adhering to this rule.
