Since the other environments have the option to drive outside of the box it'll be allowed for Lagoon too. I'm confused...do you mean the option to build (not drive) outside of the box, or...?

Because the Lagoon environment relies on terraforming to build just about anything I'm allowing terrain to extend outside of the legal building area ONLY as far as required to fit the whole track on it. This is actually an extremely benevolent act...
